PEFCR vs EN 15804+A2: category-level and product-level reporting
How do the EU PEFCR framework and EN 15804+A2 EPDs overlap, and how do they complement each other? A manufacturer decision matrix.

PEFCR (Product Environmental Footprint Category Rules) and EN 15804+A2 are often imagined as alternatives, but they are two distinct frameworks designed for different markets. The right one for you depends on your customer market and regulatory obligations.
EN 15804+A2 — construction-products territory
EN 15804+A2 is the European standard tailored to construction products. EPD program operators (ITB, IBU, EPD International, ECOnsult) use it to publish EPDs; green-building certifications (LEED, BREEAM, DGNB) take these EPDs as inputs. Audience: B2B (architects, contractors, building owners). Verification is typically for the building-certification market.
PEFCR — consumer-products territory
PEFCR is the EU Commission's consumer-products environmental-labelling initiative. Used in B2C categories — batteries, cosmetic packaging, T-shirts, pizza packaging, household furniture. Target: support consumer choice in the EU single market with environmental information. EF v3.1 methodology is mandatory; reporting format is PEFCR-specific. PEFCRs for construction materials are not yet ready in most categories; EN 15804+A2 retains its territory for now.
Overlap points — the grey area
Some categories sit on both sides — DIY insulation panels, prefab furniture, paint. Theoretically both an EN 15804+A2 EPD and a PEFCR report can be prepared. Practical advice: EN 15804+A2 for B2B (building cert, tenders); PEFCR for B2C (retail labelling, e-commerce). The same LCA model can produce both reports — clca supports the parallel calculation.

- Life cycle stages — EN 15804+A2 A1-D modulary; PEFCR uses PEFCR-specific stages
- Verification — EN 15804+A2 program operator; PEFCR a PEFCR-approved verifier
Which for which market?
Practical advice: if you make construction products, stay with EN 15804+A2 — it is the sector's operational standard. If you make consumer products, move to PEFCR — environmental labelling regulation in the EU single market is increasingly making PEFCR mandatory. If you operate in both markets, prepare in parallel. For academic research, using both ISO 14040/44 and ReCiPe or EF opens the paper to a broader readership.
