What is an EIA, and how does it differ from LCA?

The two most commonly confused concepts. One is a permitting process, the other a measurement method — and neither substitutes for the other.

In Turkey the most common reaction to LCA is: ‘Is it like an EIA?’ The answer is no — and knowing the difference means knowing what to ask for and from whom. The two share vocabulary but do entirely different jobs.

An EIA is a permitting process

Environmental Impact Assessment is a legal process in which the environmental effects of an investment above defined thresholds — a factory, a dam, a mine — are assessed before it is built. In Turkey it runs under the EIA Regulation, includes a public participation meeting, and ends in an administrative decision: EIA positive or EIA negative.

The output of an EIA is a permit. Without it you cannot start the investment.

LCA is a measurement method

Life cycle assessment is a voluntary analytical method for measuring a product’s environmental impact. It grants no permit and carries no legal consequence. Its output is not a decision but a dataset: this much CO₂e, this much water, this much acidification per product.

Five fundamental differences

  • Subject — an EIA assesses a facility or project; an LCA assesses a product or service
  • Geography — an EIA is local, focused on the facility’s surroundings; an LCA is global, following the supply chain worldwide
  • Time — an EIA is done once before investment; an LCA is updated for as long as the product exists
  • Legal status — an EIA is mandatory and ends in an administrative decision; an LCA is voluntary (though it can be contractual via an EPD or a customer requirement)
  • Type of impact — an EIA also covers local effects such as noise, odour, visual impact and biodiversity; an LCA does not measure these

Why the last point matters

This is LCA’s most misunderstood limit. The odour nuisance a plant causes its neighbour, night-time noise, or its drying up of a local water source do not appear in LCA results — because LCA reduces effects to indicators modelled on global averages. That is not a flaw but a definition of scope; presenting LCA as the answer to a local environmental problem is nonetheless wrong.

They complement each other

When building a cement plant, the EIA assesses air quality and water resources in the valley it sits in. The LCA measures the global impact of the cement that plant produces, from quarry to building. They answer different questions, and both are needed.
